You must download BOTH Illustration v6.0 and the Access 2007 Run-time Regardless if you already have a previous version installed.

NOTE: You will have TWO icons on your desktop if you have a previous version of the Illustration Installed.

If you want to keep your existing proposals download the 'Import Proposals' PDF.
